Once again I may be asking a silly question. I have found the Forms Designer in to be really useful for creating paging screens, but there doesn't seem to be a similar function for setting up the formatting in Report functions. Am I missing something or do you just have to manually lay our reports with no WYSIWYG?

Yep - you're right. Forms designer doesn't do reports (or menu's for that matter).
Magicians disappear all the time, but as soon as a regular person does it, everyone is all scared.
