Why would the PROIV NT SERVER service shut down while system is in use.

Mullinsa,
You may want to monitor system behavior for a memory leak. Check to see over time if the pro32srv is taking up more and more memory.
If it is, you can simply schedule a NET STOP pro32srv and NET START pro32srv on a regular basis.

the prosrv32.exe shuts down about every 20min. Once it starts taking a hit by the users.
We upgraded the Kernal no luck still a problem. Once the SQL in progress starts the PROSRV32.EXE starts jumping untill it shuts down. Afterwards I restart the service everything seems to work correctly untill about 20 min later..... Could it be the GLOVIA install or maybe Windows?

When you say:
Do you mean the CPU usage shoots to 100%?
If you have a single CPU, it is possibly an infinite loop in the application. Infinite loops will eat up 100% of the CPU.

Are you sure your Glovia version is 4.6??? There is no such version. Offical Glovia version is:
4.1 -> 4.2 -> 4.2.1 -> 5.2 - > 5.4 - > 6.0 ......
Are you sure you are using PROIV 4.6 rev 5.2.5? I think you are using PROIV 4.0 rev 5.2.5, am I right?
